Elizabeth Silva

Associate Vice President, Operations

Elizabeth Silva, CSM, is a certified Scrum Master and Associate Vice President of Operations at Strategic Elements, specializing in team and project management, stakeholder engagement, political advocacy, and client relationship management services.   

In her role, Elizabeth works closely with senior leadership, specializes in client and account management, is a cross-functional team lead, and maintains an elevated level of project management company-wide. As a certified Scrum Master (a top project management certification program specializing in cross-functional team building and leadership), she develops and implements strategic and innovative plans and campaigns aligned with public policy and advocacy. Additionally, she navigates and builds strong relationships with key stakeholders at the local and state level, delivers winning results for clients facing complex and public issues, and implements operational workflows designed to bolster team efficiency and effectiveness.   

Before joining Strategic Elements, Elizabeth interned with the Iowa State Senate Democrats, handling public and media affairs for state Senators at the Iowa Capitol. Elizabeth then sought to build upon her project management and leadership skills by serving in the United States Air Force for seven years, starting her career as an Aircraft Maintenance Management Specialist. Within two years on station, Elizabeth earned her commission and began her new position as a Nuclear Missile Operations Officer stationed at Minot, North Dakota, where she went on to earn her promotion to Captain. Elizabeth gained extensive experience during her time of service in project, people, and operations management and high-intensity, specialty training lending to her expertise in strategic communications and planning in high-vis situations at Strategic Elements.  

Committed to community service and leadership, Elizabeth has devoted volunteer time with several local nonprofits during her time with the United States Air Force. Liz sought key leadership opportunities in her philanthropic work, including serving as Chair for the Air Force Ball, President of the Company Grade Officer Council, championing the base’s first Green Team, and fostering airmen’s innovation as a project manager with team BULLYwerx. 

Elizabeth received her Bachelor of Arts from Iowa State University, focusing on political science and sociology, and has earned two master’s degree in public administration from Capella University and general law with Texas A&M specializing in Environmental Law. In her free time, she volunteers as a project manager and Event Experience Chair with the local Alzheimer’s Association chapter, serves on the Board of Directors for the Iowa American Foundation for Suicide Prevention, and continues to volunteer with her local city county Special Events Committee and nonprofits like iJAG. Elizabeth has accrued numerous certifications, including the Executive Leadership Certification from the National Society of Leadership and Success and the Inclusive and Ethical Leadership Certification from the University of South Florida’s Corporate Training and Professional Education Program.
